What is the East Richland County Public Service District?
The East Richland County Public Service District (ERCPSD) is a public, nonprofit organization created by the South Carolina legislature. We are governed by a Board of Commissioners consisting of five members, who have been recommended by Richland County and appointed by the Governor of South Carolina.
The Executive Director oversees the organization and reports directly to the Board.
Our Mission
The establishment of the District was for the sole purpose of the elimination of septic tanks and area systems, to collect and treat sewage in a single-well governed and managed facility. The object was to eliminate extraneous discharges as much as possible so as to provide and maintain a high water quality for the residents of the area and especially those around the many recreational lakes. Before the project was started, financing was required; thus the creation of a Special Purpose District by the General Assembly and taxation of the residents of the area to be served.
